ECASTAR summary and recommendationsA methodology was presented for a systems approach to energy conservation, where conservation was depicted as the result of any action that improves the energy situation of the United States in the present and near future. The relevant constraints and criteria and their application were discussed. Among the most important are the present (capitalistic) structure of the American economy, the lead times necessary for implementation of relevant technologies, and the desire of most policymakers to maintain a reasonable standard of living with a reasonable amount of invulnerability to foreign discretion. The objective of the design group was the assessment of the potential and impact of conservation action in the United States. The U.S. economy was divided into four sectors: energy industry, industry, residential/commercial, and transportation. Each sector was analyzed for conservation actions and their impacts. The sector analysis was characterized as the system design or construction phase.
