An update of nonstandard payload modulation restrictions

An upgrade to restrictions as a result of a change of philosophy toward PI receiver false lock avoidance is discussed. This changed philosophy concerns sweeping the receiver VCO sufficiently fast that sideband lock is precluded, rather than relying on the lock detector to discriminate between true lock and false lock signal conditions.
