Buying a Shuttle ticketA preliminary draft policy for reimbursement for Space Shuttle flights has been developed by NASA in the form of pricing criteria for Space Transportation System (STS) users in domestic and foreign government and industry. The reimbursement policy, the transition from expendable launch vehicles to STS, the new user services, and the interaction of the economics of new user services and STS cost to fly are discussed in the present paper. Current efforts to develop new users are noted.
