Development of the Transient Pulse Monitor (TPM) for Scatha/P78-2An instrumentation system developed for the detection of electrical transients on space vehicles is presented. The pulse monitor measures the electron pulse environment on a spacecraft at synchronous altitude, and characterizes signals produced by arcing between differentially charged elements on the spacecraft.
