The Role of Monitoring in Controlling Water PollutionThe purpose of this paper is to provide an overview of trends in the national water pollution control effort and to describe the role of monitoring in that effort, particularly in relation to the responsibilities of the Environmental Protection Agency (EPA). I hope the paper will serve as a useful framework for the more specific discussions of monitoring technology to follow.
