Surface refractivity measurements at NASA spacecraft tracking sitesHigh-accuracy spacecraft tracking requires tropospheric modeling which is generally scaled by either estimated or measured values of surface refractivity. This report summarizes the results of a worldwide surface-refractivity test conducted in 1968 in support of the Apollo program. The results are directly applicable to all NASA radio-tracking systems.
