Air quality as a constraint to the use of coal in CaliforniaLow-NOx burners, wet scrubbing systems, baghouses and ammonia injection systems are feasible for use on large combustion sources such as utility boilers. These devices, used in combination with coal handling techniques which minimize fugitive dust and coal transportation related emissions, should enable new power plants and large industrial boilers to burn coal without the adverse air quality impacts for which coal became notorious.
