Chapter 8: Strategies for People, Partnerships, and ProductivityMultiple U.S. and international respondents defined leadership as "producing the next generation of scientists." BER could lose its international leadership irrevocably without a pipeline of the best and brightest talent to engage in the program's mission areas. Competition for this talent is international and increasingly intense between public and private institutions in rapidly emerging science and technology areas relevant to BER.
