Dielectric tensor of a weakly relativistic, nonequilibrium, and magnetized plasmaThe dielectric tensor of a magnetized plasma is investigated in order to obtain analytic expressions which can be used to study wave-plasma interactions for the case of wave frequencies lying close to the cyclotron harmonics of ions or electrons. Work on this topic by Trubnikov (1959) and Shkarovsky (1966) is extended to the nonequilibrium cases, in which the particles may have drift motions, thermal anisotropy, and loss-cone-type distributions. Account is taken of these features, and a set of analytic expressions in terms of an integral is derived. The discussion presented is pertinent to the absorption and emission of radiation near the electron cyclotron harmonics.
