Anomalous resistivity due to low-frequency turbulenceLarge amplitude ion cyclotron waves have been observed on auroral field lines. In the presence of an electric field parallel to the ambient magnetic field these waves prevent the acceleration of the bulk of the plasma electrons leading to the formation of a runaway tail. It is shown that low-frequency turbulence can also limit the acceleration of high-velocity runaway electrons via pitch angle scattering at the anomalous Doppler resonance.
