Development of a commercial expendable launch vehicle industryThe privatization and commercialization of the expendable launch vehicle (ELV) industry is examined. The government policy to terminate ELV service with the development of the Shuttle is discussed. NASA support to commercial ELVs and privatization and commercialization ELV agreements executed by NASA are considered. The services offered by several companies producing and operating ELVs, and plans for NASA to procure launch services competitively from the private sector are presented.
