The origin of scattering in the inner GalaxyIt is argued that the enhanced scattering of radiowaves observed at low Galactic longitude and latitude is caused by the low-density outer envelopes of H II regions in the inner 8 kpc of the Galaxy. A simple phenomenological theory is developed to estimate the strength of density fluctuations in a turbulent medium and apply the theory to the H II envelopes, using the densities and sizes determined from a recent 325-MHz recombination-line survey. The predicted values are in good agreement with the observations.
