Optical propagation in a near-earth environmentOptical measurements are discribed of the magnitude of scintillation as a function of the range and refractive index structure coefficient. The results are compared with the Tatarski and deWolf geometrical optics saturation equations. In addition, a variation in the Kolmogorov turbulence model is suggested to account for certain observed optical and meteorological parameters.
